Case Study

SACOG

The Sacramento Area Council of Governments (SACOG) is an association of local governments in the six-county Sacramento region. SACOG provides transportation planning and funding for the region, and serves as a forum for the study and resolution of regional issues. SACOG was looking to partner with an experienced organization to advise on institutional approaches to addressing racism, racial justice, and racial inequities.

We conducted a mixed-methods analysis of the council’s culture surrounding racism, racial justice, and racial inequities through interviews with staff and board members, provided insights and knowledge on best practices for integrating principles of racial justice within government agencies, developed a shared language and framework, including principles, definitions, and case studies to deepen SACOG’s capacity in reaching its goals, developed recommendations on initial strategies for SACOG to address racism in housing, transportation, and environmental planning, and provided a 2-year strategic plan for SACOG to start its anti-racist and racial justice work.

The council is currently implementing strategies co-developed by our research and consulting teams and is refining their institutional approaches to addressing racism, racial justice, and racial inequities within the six county Sacramento region.
